Membership & Election

Rules and regulations for Members:

  1. Members must belong to the sex workers’ community
  2. To be a registered member, one must pay Rs. 5 as membership charges and Rs. 10 for the purchase of a share.
  3. A member must submit two copies of her photo along with a photo of a nominee.
  4. Loss or damage to a book will result in a fine of Rs. 5 and the member must inform the Secretary to request a duplicate copy of her pass book.
  5. The deposits of the members will be kept in two different accounts: savings and thrift fund.

Election procedures
According to the West Bengal Cooperative Societies’ rules, 2011, a Cooperative  society with a membership of 10001 to 30000 shall hold its general meeting by convoking representatives (hereafter referred to as delegates) on the basis  that one delegate will represent every 300 members or a major fraction thereof. The last election of Usha was held on 30th March, 2010 and as per rules prevalent at that time, the Board Members could hold post for a period of three years. However, with the introduction of the new Cooperative Societies rules 2011, rule no. 31, the newly elected members can hold post for a period of five years.
The management of the society has been vested upon a Board of Directors consisting of 9 (nine) directors elected at the annual general meeting by the delegates of the society.

Division of area of society for election of Delegates:

  1. The Board shall divide the area of membership of the society into convenient areas, sections, constituencies or categories for the purpose of election of delegates.
  2. Division of the area of membership of the society under sub-rule (1) shall be duly notified to all the members and a member of a particular area, section, constituency or category shall be entitled to vote in the election of delegate only for that particular area, section, constituency or category.

Framing of regulation by the Board for election of delegates
The Board shall make regulations to be applicable for all matters relating to:

  1. The manner of nomination and election of delegates.
  2. The total number of delegates to be elected and area, section, constituency or category in accordance with rule 31.

Election procedure:
A five member Election Committee is formed who are not directly involved with Durbar Mahila Samanwaya Committee or Usha Multipurpose Cooperative Society Ltd. They conduct the voting in the individual fields and help the general members elect the representing delegates through the electoral system. These delegates now elect the nine Board of Directors from among themselves through the second tier of election.

Election of office bearers:

The Board of Directors elected now decides upon a President, a Secretary, a Treasurer and other necessary office bearers from amongst themselves.
